Of course if we had full employment (which means of course as high a number as possible. No-one has to tell me that totally full employment is never reached.) the issue would not arise. This might be a back-door attack by the Tories on the minimum wage. They don't like to remember that their hero, Winston Churchill, advocated a minimum wage back in the 'Twenties, something about low wages driving out good employers? The Tories today would like to see working men's wages cut to a bare minimum.
