Should i call the child protective services?

i'm very scared for my best friend, and her family. she has a step dad, who mentally abuses her. calls her a white n*gger, worthless, a disgrace and things like that. but, two days ago, one of her siblings (she has 3) stole 40 dollars from her mother. as a result, the step dad took his arm, placed it above the stove, which was on the hottest temperature possible, and said "stare at your mother" and insisted he did so he could shove his arm down on the stove, and he'd be in pain while watching his mother cry. he also procceeded to slap the boy across the face, and left a few scratches. he didn't wind up shoving him onto thestove, because the mother told him not to. her mother is crying herself to bed every night, and they recently kicked out the oldest sibling, a 19 year old, but today they kicked out my best friend. she asked ot haev a friend over, then asked again, so the step father threatened to "kill her , she'd regret the day she was born, and that he was gonna slap her" and things like that. she ran away, to her grandparents house, but has to go back home tomorrow. her father passed away, so she has nowhere else to go. should i do something, she already goes to a counseler but they'd haev to consult her step dad.. help? or do i let her handle it on her own?
