Why are car pool lanes closed off with only tiny entrances and exits?

The other day I was in moderate traffic and did not notice that a carpool lane was coming up. There were cars all around me by the time I see the warning sign and the only way I could have possibly kept from entering the diamond lane before it gets blocked off was to come to a complete stop and wait for an opening. Is this what we are supposed to do in these situations?
