Guys please answer, how to talk to the guy i like?

He's in my advisory, this class we have once a month, and he talked to me once then and I guess we became friends. We wave to each other in the halls sometimes and have little conversations every so often but I don't know what to do when I see him. Smiling and waving is great, but I get too nervous to do it because we haven't talked in a while. I've texted him twice, but it never goes anywhere really. And, in carpool line at school, should I go talk to him if he is talking to one of his friends? Help me with what I should do when I see him in the halls please; and any other advice.
